MISSOURI

Missouri joined the national Reentry 2030 initiative in April 2023, deepening the state’s whole-of-government commitment to breaking incarceration cycles by expanding access to housing, health care, and jobs. Through Reentry 2030, the state works with the CSG Justice Center to set and achieve bold new goals to improve life after jail or prison, making communities safer and healthier for everyone.

  • Provide career services for 100% of people who need them while incarcerated.
  • Acquire state identification and a birth certificate for every person before release.
  • Achieve 85% employment rate within 30 days of release, with 80% maintaining employment for at least 9 months after release.
  • Established a state advisory team of leaders from 12 agencies to develop a state plan to achieve Reentry 2030 goals
  • Established 6 regional reentry teams of state agency employees and local community partners to assess unique needs and challenges and improve local reentry success
  • Shifted reentry services to begin upon incarceration and opened reentry centers in all 19 correctional facilities to help people search and apply for jobs and education and navigate social services
  • Opened one of the nation’s first prison-based tattoo apprenticeship programs
  • Added 2 full-time staff positions dedicated to helping eligible people secure Medicaid, Social Security Disability Insurance, and other benefits while incarcerated
  • Allowed people to take the written driver’s license exam while incarcerated
  • Expanded employment services pre- and post-release and hosted a Second Chance Employer Summit
  • Developed the Missouri Second Chance Hiring Portal of job postings and employment resources
  • Hosted 7 reentry simulations to raise awareness among state agency leaders and community supervision officers of the real-world challenges people face after incarceration
