New York joined the national Reentry 2030 initiative in July 2024, deepening the state’s whole-of-government commitment to breaking incarceration cycles by expanding access to housing, health care, and jobs. Through Reentry 2030, the state works with the CSG Justice Center to set and achieve bold new goals to improve life after jail or prison, making communities safer and healthier for everyone.

  • Reduce the recidivism rate to 17%.
  • Secure substance use treatment for 100% of people who need it while incarcerated.
  • Enroll 100% of eligible people in Medicaid before release.
  • More than double the rate of college participation while incarcerated.
  • Increase post-release employment by 50%.
  • Request or secure Social Security cards and birth certificates for 100% of eligible people before release.
  • Secure state IDs for 100% of eligible people prior to release.
  • Became one of a handful of states with free prison phone calls to strengthen family connection and discharge preparation
  • Created a free bus program to help families visit their loved ones in prison or jail
  • Expanded postsecondary education in every state correctional facility
  • Launched a new housing assistance program to offset living costs for people who provide housing for their family or friends immediately after incarceration  
  • Converted a correctional facility into transitional housing for people on parole
  • Enrolled 77% of eligible people in Medicaid after release
  • Issued 950 non-driver IDs to people prior to their 2025 release
  • Issued or received requests for birth certificates for 95% and Social Security cards for 79% of eligible people prior to their 2025 release
  • Began processing Social Security card requests up to 2 months prior to release
  • Allocated $5 million to support reentry initiatives in fiscal year 2025
